Are the selection criteria for the stations well explained?   Or, if this project does not have to do with time series met. stations, are the premises of the project well thought out and explained?  Is it a topic of special interest?  (It doesn't have to be, but if it is, say so).  
Very well written and an interesting choice for comparison. Selection criteria for the stations seems a bit "loose," as some cities included in the historical group did not really meet the selection criteria, and the author does not tell us how cities that developed later were chosen.
Are the data stations well quality-controlled? 
Yes.
Are the conclusions of the report quantitatively supported by the data?  
I think some more explanation would have been useful here. For example, the author does not state how much time is covered in the "available data" on these stations, and I had to look at the model to verify that the same time periods were compared for each station.
